Kilroy was apparently a soldier from WW2 that had his soul trapped within a drawing. He watched humanity's progress and thinks that the newer the generation is, the lazier they are. As such, he wishes to make society go back to the 50s. He refuses to work with companies that didn't originate from the 30s or before because he thinks their morals were *ahem* corrupted beyond belief. Furthermore, he thinks that heroes are nothing more than reckless vigilantes if they don't serve a country or a group. Note that all of this that I'm talking about was written down by Kilroy himself.
In a nutshell, he thinks that by wiping the slate clean, while it be through guiding society to a better future or by destroying and starting anew, he can revive the world he so fought for all those years ago. Course...for as much power as a drawing could possess, he didn't have an army. And so...he made a deal. To him...making a deal with the devil was a more moral choice than with Hades or any other company.
While I've yet to figure out exactly who the leader of the other party is, I can say this: In exchange for being forced to somewhat preach their religion and have at least a 5% of the army under their control, Kilroy's little battalion became an army. Those Despair Squad members are just one of their many "special forces". While I've yet to find what species they are, their cult goes by the name...
