I don't see what makes it so weird. I mean, fire can be doused with water, and like Pokeepoo said, fire can melt ice. Aside from that, let's look at the game he comes from, Megaman 10.

In it, Solar Blaze is strong against Chill Man, a Freeze-core robot in this game, but he himself is weak to Pump Man's weapon, the Water Shield, which is, needless to say, a Water-core weapon.

I think it's safe to say Solar Man adopts his resistance from the fact his weapon does more to Chill Man than the rest of the other RMs.
