Also, Shiver I had that problem against proto man and rhythm she spammed her buster and it took me an hour to beat.

To be honest when I did this I just used mega man bass and proto man and then spammed their best move like I said I almost die from their attacks. Proto strike is the strongest move in the game and mega ball is simply broken
