You ever played Sonic Robo Blast 2? In it, Eggman clearly has the Emeralds in his possession at the beginning, as the special stages literally involve you busting them out of pods with his face on them. So, it's not a problem if you're up to the task.
So. Beta Devil, barring his dubious biological classification, is basically a being of pure chaos. Also, according to my horribly thin knowledge of Sonic lore, the Chaos Emeralds, like, draw their power from the essence of the universe or something? Which is fitting for the Chaos Zone.
But. On the other hand, we have the Parallel. While it may seem that it's as disorderly as this side of the mirror, well... it's not. If there's a Wily here, there's one there. Same goes for Beta Man, Beta Shadow, etcetera. Therefore, the Parallel's existence parameters are predefined by the Chaos Zone. The entire place is based on an order.
From that, we can conclude that the Chaos Emeralds of the Parallel aren't Chaos Emeralds. They're Order Emeralds. And order beats chaos, if it's strong enough.
As such, I believe that a trip to the Parallel's special rings would really help out with defeating Beta Devil.
'Sup. I've got a theory about how we could... well, definitely not level the playing field, but we'd still die against Beta Devil a bit slower.
