Believe me, it was a much more trigger-happy choice than you'd think. Night Sign "Night Bird": (Shadow/Weapons, Shadow/Wind) A Spell Card where the user swings their arms in an alternating pattern, with each swing creating a half-circle of danmaku bullets.

Before the lasers dissipate, Rumia takes the opportunity to unleash six bolts of Black Thunder upon Kahtos, with 6 times the power!!!

Black Thunder: (Shadow/Electric) The user fires dark bolts of lightning at the target, with the number of bolts fired depending on how many weapons/projectiles the opponent has active, and the damage multiplied by the same number. Both numbers will round up to 1 if the opponent is unarmed.

Rumia flies around the Energy Slashes with ease, and the arena begins to slightly darken as she fires Dark Arrows right at Kahtos!!
Dark Arrow: (Shadow/Cutter) The user forms an arrow from shadows and aims it straight at the opponent. Even if it's blocked or has no effect, it will phase through the opponent and turn around to strike again, phasing through them again if the attack still fails to deal damage.

Even when I'm sticking to flaming weaponry, I know how to catch you off- 
Wuh! (Next time, think before you talk!) Egg Chaser: (Nature/Missile) Yoshi throws an egg that homes in on the nearest opponent. Upon contact, the egg breaks, and three random items pop out.
Flutter Kick: (Swift) The user flails their feet rapidly, dealing rapid damage to opponents below them that builds up for an overall powerful attack.
*In Touhou proper, the Great Hakurei Barrier is what separates Gensokyo from the rest of the world. It's been clear since at least Page 73, Post #9 that such a divide is absent here, as alluded to in Page 168, Post #4.

Y'know what? We'll cross that bridge when we come to it. She clearly wants to stay around, and she's gonna play the invincible card if we take her on before she's ready. 
THIS Seija, on the other hand... ...for the first time with a clear mind, I'd say it's time for the ol' 34-3*. Uh oh. Sanae uses the starry shield...to protect the shrine from the incoming bloodshed.
Volt Man, Fang, and Gilgamesh, meanwhile, cover the eyes of Descant, Orange, and Chunky Kong (respectively) just before the blood (or whatever's inside an amanojaku) starts flying from all directions as Dyna Man beats the expendable new amanojaku to an unrecognizable pulp.

You know, when Dyna Man first expressed hatred for you, it seemed incredibly petty. 
But frankly, it's astounding how adamantly you've proven you're anything but a low-scale threat. And unlike Regulus, you don't even have the excuse of being some sorta long-lasting villain. Closest thing we have right now is Dark Matter. 
But that has yet to take center stage on a global level. 
So, you had trouble with Fitful Nightmare? Try this without cheating. Everything is in place to kill Seija.

Well, while you all are busy... Technically speaking, by Spell Card rules, it would have been possible to dodge any and all Spell Cards you faced*. But of course, the problem was never actually your cheating. The problem was that you managed to completely avoid any and all of the retribution you rightfully deserved, and are continuing to do so to this day. Which is why, the way I see it, you're a problem that demands much more than the Spell Card system. From atop the Shrine, Libra watches the Stick Bug Army and Giant Rick Astley...and to a lesser extent, Seija.
*Reference: Impossible Spell Card - Indeed, despite the name and general concept of the game, the player can dodge all of its Spell Cards, and is in fact rewarded for doing so.

Hahaha! And those were just my old tricks with some extra spice! Wait until you see this!! Triple Spear Throw: (Cutter) The user throws three spears in short succession. Each spear deals slightly less damage than -DATA MISSING-, but the rate of fire is overall faster than said move.
Sword Rain: (Cutter) The user summons a flurry of swords from the sky, which crash down on the target(s) for heavy damage.
Egg Roll: (Nature/Impact) The user envelops themselves in an egg and rolls forward, running over any opponent in the way.
