(OOC: I was gonna pull a "Shadow Celebi don't know Shadow Storm", because I thought that was Shadow Lugia's unique move, but as it turns out, Shadow Storm isn't even something Shadow Lugia can learn, AND it's a rather common Shadow Move.)

Shadow Celebi indeed follows the command and goes for a Shadow Storm, bringing Galarian Zapdos to 1 HP! Galarian Zapdos then uses Reversal, dealing so much damage to Shadow Celebi that the latter faints!
