X could be unlocked for Light by defeating the Dark Souls with only Mega Man
Zero could be unlocked for Wily, with the same conditions, but with Bass instead.
Axl could be unlocked for Cossack, ditto for the previous 2, but with Proto Man.

I bought Fire Man from the shop, gave him attack booster, and he now has at least 5000 attack, this should work against Charge.
