Terra, because he's the leader of the Stardroids while Galaxy Man is a just a Robot Master (a good one, sure, but still a Robot Master).

@Brimscrooge : Granted! Bubble Man is now so weak, that he rusts in water, meaning that while you're beating his stage, he's currently rusting into unidentifiable scrap metal. This sounds good on paper, but now you can't get his weapon, and the Alien Final Boss is now untouchable. Have fun.

I wish for Nintendo to stock up on Amiibo to meet the demand.
