How about Bluster Shadow Man? 
His pattern:
Action 1 Jumps into clouds and then comes down with a cloud cloak thing
Action 2 Comes down and throws off cloud armor as a projectile
[Action 3] {neutral} Jumps 3 times around the stage
[Action 4] {copy} Repeat cycle.
Weapon: Cloud Armor, a weapon like a sideways Air Shooter
His pattern:

I've had this idea for a while….
Players: Megaman
DLC Player: Hex Man
Description (Optional): After his death from illness, Dr.Thallium's robots are locked away. Wily breaks out of prison and takes said robots to kill Megaman specifically.
DTN 001: Hex Man gives Hex Barrier, a poison barrier with high damage and high energy
DTN 002: Vortex Man gives Super Vortex, a full-screen absorbing weapon that can be used 4 times
DTN 003: Leaf Man gives Leaf Slasher, which is a spreadshot weapon that acts otherwise like Metal Blade
DTN 006: Pulsar Man gives Pulsar Orb, an orb that explodes into a thunderbolt after getting hit
Hex Man is weak to Pulsar Orb
Pulsar Man is weak to Leaf Slasher
Leaf Man is weak to Super Vortex
Vortex Man is weak to Hex Barrier
Wily Stage 1:Green Devil C
Wily Stage 2: Upgraded Mercury
Wily Stage 3: Guts Tank But Blue
Wily Stage 4: Wheelie from the Kirby series
Final Boss: Wily himself
Players: Megaman

@MegaBossMan : Well, I'm not exactly saying copy cores, but I am talking about like cameo moves (Maybe like Ryu's Hadoken, or The Power Battle's Pharaoh Wave). The Idea of having DOS and CftF are actually cool, because like Guts Man and Spark Man, Their remakes could look awesome! (Not to mention the TV show robots / Dreamwave and Archie Comics / manga robots / Bond Man)

@Soren : like in mega man 3, the Doc robot can use ANY of the mega man 2 powers, which (in theory)means that he can have custom attacks (like Block Dropper or Wild Coil), and what do you mean the others aren't in the series, unless you mean canon-wise.

Are you guys going to add the Dimensions from challenger from the future, or the dos robots (Dyna Man, Volt Man, Sonic Man, Bit Man, and Shark Man) ?
