If it wasn't them then who ha the power to do something like that? even then the new agony monsters here behave completely different from the originals such as pit-trap and C.T.W. freddy who lacked any personality other than sadistic killers. its more likely a agony monster is made from agony coming in contact with something connected to a tragedy like a death, which could mean eleanor isn't the victim of a tragedy but the cause of one.
